A county magistrate who sentenced Qin Hui to exile and showed favor toward Qin Ming for killing a black bear. He instructed Qian Jiang to establish a hunting team with equipment supplied by the county yamen. He also allowed Qin Ming to keep thirty percent of the harvest from Qin Hui's confiscated lands.
