He was also working with Kaiko, several high ranking members of the V organization who were loyal to him, and members of the Washuu Clan Branch family who wanted to assume control of the Clan's most important assets. Apparently they hoped to succeed where the Underground king failed in a revolution that openly had ghouls as the overlords of society. Their first step would be in taking over and deeply infiltrating the CCG through the Washuu Clan and using it to overthrow the government.
