Male supporting character, also called Deputy Director Li. He sits at the head of the conference table and initially praises Lin Wan. He attempts to mediate between parties but becomes frustrated when Qian Hong, Wang Fugui, and Zhang Wei gang up to push Lin Wan out. He calls for a vote but is dismayed when the deal fails, eventually roaring in anger at the sabotage.
