Minister No. 1 is a cabinet minister who leads the death faction in the debate over Nicholas Zaizai fate. He has a cold and stern expression and speaks forcefully. He argues that Zaizai should be put to death because he was raised by the lowborn, who he considers a species that should be eradicated from the Starsea Continent. He believes that even though Zaizai has Nicholas family blood, his character has been twisted by his upbringing among the lowborn, comparing him to a wolf cub raised in a wolf den. He warns that if Zaizai is not killed, the Starsea Continent will soon be ruled by the lowborn. He and Ministers 3, 4, 5, and 6 form the death faction. He is also worried that the Little Prince might be swayed by Zaizai and defect to the lowborn side.
