A group of herbal medicine merchants who followed the police to Xiaohegou demanding compensation. They claimed that poisonous herbs came from Xiaohegou and that their own herbs were now unsaleable. They ganged up to pressure the villagers, but were actually guilty since they had bypassed official channels and not consulted the purchasing agent. After the truth was revealed, they were terrified when the leaders arrived and had to apologize and negotiate.
