A bigshot from the Supervisory Department, referred to as Lord Kitagawa. He contacted Murakami about the mission and later spoke with Lin Ge on the phone. He wants to control Lin Ge's abilities, hoping to use them to slow aging, swap organs, and mass-produce loyal sorcerers. He offered Lin Ge anything he wanted but was rebuffed by Lin Ge's outrageous demands. He tried using the angle of Lin Ge being Gojo Satoru's lackey as leverage, which backfired comically.
