An inspector from Scotland Yard who was on duty at the London Police Office. He was summoned to Old Esses's textile factory in Whitechapel, was terrified by the scene of seemingly moving corpses (which turned out to be a tied-up thief), and was later persuaded by Holmes to overlook certain details in exchange for taking credit for the arrests.
