A local warlord or militia leader who controlled a base with helicopters and surface-to-air missiles. He was untrustworthy and allowed the Americans to inspect a box containing a nuclear warhead. During Xu Zhengyang's raid, Cha Chai and all his soldiers were killed. His forces launched surface-to-air missiles in retaliation after Xu Zhengyang stole their helicopters.
