Also known as Chen De, a small local boss who operates in Langcheng for decades with deep roots. He initially rejected Yang Qin's cooperation request but later sought him out after Yang Qin secured the old station project. He acts as a middleman, securing funding and bearing risks that Yang Qin cannot. He is described as not very clever but profitable, and Yang Qin views him as a necessary but controllable partner.
