Saito decided to move on with his plan, he built a new academy in the land of whirlpools, with the Uzumaki clan compound as the center, he accepted students from every nation and even civilians could enroll. At first some of the old Kages refused but after some threatening from his part and the support of three Kages, they agreed on making it a neutral zone in wish all ninja's where treated equal. He spent five years on his plans, and now inside only one headband was given and that was the one worn by the people who were part of the fourth war, this was a reminder that even with their differences they stood up together hand in hand to fight for what really matters.
