To me he is lowkey, not because of his actions.
But because of the author always putting him in those types of situations where arrogant young masters who have eyes but can't see Mt. Thai talk sh*t to his face, then later dies which brings out the old fogeys. Or how the surrounding people would murmur on about how they believe the MC is overestimating himself because they don't know who he is. (Which is confusing because the underworld web should at least have a photo of him seeing as his actions, on multiple occasions; have shaken the entire underworld)
TLDR: not 'truly' lowkey by nature but by circumstance.
