Two little girls (ages 7-8 and 3-4) selling seafood at the entrance to the family quarters. Their skin was dark from the sun, they wore ragged shirts with no shoes, and their legs were covered in wet sand. They were suspected of deliberately exploiting military families' sympathy to overcharge.
