The County Magistrate who sat to the side during the trial. He colluded with Hu Tianmao and provided protection for Wanhua Tower. He received annual silver payments from Qiu Mama and Boss Liao. He aided Hu Tianmao in tax embezzlement and was instrumental in the destruction of the Chu family. When confronted with evidence kept by Qiu Mama, he and Yuan Zhiqiang were imprisoned.
