Deputy Director of the Revolutionary Committee who competes with Wang Xinzhou for the director position. He receives a report letter from Gu Zhixing and uses the mistress accusation against Wang Xinzhou as political ammunition. He leads the raid on Wang's home, discovers embezzlement evidence, and subsequently rises to become the new Committee Director after the previous Director retires early.
