An elderly man from East Gully Village who is described as cunning and opportunistic. He had been blocking the water upstream, causing conflict between the villages. When Li Zheng got injured, Zhao Fu Sheng agreed not to block the water anymore to avoid filing a complaint with the county magistrate. He is viewed as an antagonist by the villagers of Yun Bian Village.
