The director of the neighborhood committee, referred to as Director Zhang. She is attentive to younger girls whom the higher-ups care about. She helps Su Jiaojiao with her sent-down youth paperwork and is delighted when Su Jiaojiao volunteers for the countryside program, as most families are unwilling to send their children.
