An older guy Liu Gouzi hangs around with. His older brother Brother Fei is in charge of the town's black market and has connections in the Speculation and Profiteering Office. He is tempted by the prospect of obtaining valuable ginseng and agrees to participate in the theft plan with Liu Gouzi.
