The Governor of the Northern Border, referred to as Lord Tian. She appears to be an incorruptible and simple official but is suspected by Shi Ruyi and Xu Yu of embezzling disaster relief funds. She hosts a banquet for Shi Ruyi and sends an elegant servant to Xu Yu's courtyard, possibly as a test. She is lenient with corrupt officials who mistreat disaster victims and merchants.
