One of the two agents tailing Jia Dabiao. He had a rickshaw parked oddly in front of a nearby courtyard gate as part of his surveillance. He was experienced in fighting and predicted Jia Dabiao's kick, dodging it and flanking Jia Dabiao. He was carrying a gun hidden at his lower back. Fang Dahai killed him with a throwing knife that slashed open his throat.
