An unnamed high-ranking official in a higher-level unit. He was injured when Su Changhe sacrificed himself to save him in 1979 and was rushed to the provincial capital for treatment. Upon waking, he was deeply concerned about the four orphaned siblings and personally instructed that the Office of Preferential Treatment temporarily manage their father's pension for their protection.
