The former commander of Zone Eight, formerly a county Party secretary. His ability is called Rule-Making, which allows him to set one new rule per workday that others must obey unconditionally for twenty minutes. He was captured by Shu Lan after Zone Eight was defeated. He knew about Li Yanli from his time in Donghu Province. He eventually begged Shu Lan to take his people in after losing everything.
