Son of Old Madam Qin, brother of Qin Yongping and Qin Yong'an. He had minimal effort in stopping Qin Hongshan and seemed to be getting in the way. His eldest son Fuggen was kicked and injured by Qin Hongshan. He rushed Fuggen to the village clinic, threatening to kill Qin Hongshan if anything happened to his son.
