The local prefect who received secret orders from above to eliminate those around the Night Prince. He initially wanted to let the flood kill the prisoners as an excuse to get rid of Mu Mianmian, but was persuaded by Liu Tao to send help instead. He is agitated and conflicted between his secret mission and practical concerns.
