An unnamed official at the Biosphere No. 6 Project who was jealous of Chu Xuan. He stuck to his principles during the initial review and cast dissenting votes against Chu Xuan's paper. When learning that Chu Xuan would be commended, he got an inspiration to fill a vacancy at his project to prevent others from saying anything.
