Also known as Uncle Mo, he is a pedophile and donor who visits the orphanage monthly with friends. He brings snacks and new clothes but is actually there to abuse children. He has a powerful background and prefers small thin children including disabled children. He pays Director Tao and Si Lu to keep their operations secret.
