Also known as Han Yuejin, he is the village chief and commander of the Qing Shui Gorge Reservoir. He administered the whipping punishment to Song Qingshan on behalf of Goudan, following the old saying that failure to teach is the father's fault. He shook Song Qingshan's hand and thanked him for his sacrifice after three lashes.
