A Secretary at the Municipal Committee who works late reviewing documents. He is Gu Zhixing's father. After his car seemingly hits Gu Zhixing, he gives the man ten yuan and receives a mysterious note in return, which surprises him greatly. He drives a car with Secretary Jiang and a driver.
