Chairman of the Revolutionary Committee and uncle of Fu Boda. He is a notoriously corrupt official who has used his influence to shield his nephew in previous cases. He attempted to reframe the assault as consensual immoral conduct to shift blame onto Zong Huaiyu. He has a hidden stash house in a remote location with a five-to-six-meter-high wall, containing vast treasures including gold and ancient coins.
