The former director of the welfare institute who embezzled children's funds for years, including withholding medical expenses, reselling children's supplies, and using worn-out clothes for the children. He was arrested along with other senior staff and two counseling teachers by the Discipline Inspection Commission. He is the elder brother of the new factory director.
