He ultimately rules that Zhuoying has not violated any Heavenly Palace regulations since she acts on Zhong Xianqing's incense offerings, allowing her to continue intervening in Goddess Yingchu's tribulation. He also reveals that Zhaocui led the destruction of the Princess Shrine.
