She is described as arrogant and ruthless, proposing that the surface belongs to evolved zombies and humans must gather in District 9 underground. She threatened to replicate the District 49 disaster in every district if her terms were not accepted. She eventually took all mobile zombies and fled elsewhere after the military bombed the area.
