The kind of place where neighbors are people you barely see. But here's the genius detail: most tenants are low-level port Mafia personnel, so disappearing for a while and coming back raises no eyebrows. The manager only shows up to collect rent. This is a world where criminal activity is so normalized that your landlord literally doesn't care what you do as long as you pay on time. And the harbor setting itself is atmospheric.
