Set in a fragmented land where mutant skinchangers known as 'shifters' walk amongst humans and work in tandem with them, the story follows the illustrious military base of Area 36 as they attempt to not only ward off an impending, dangerous threat across their borders but also balance the fragile peace between the non-powered humans and their own kind; the town of Pungdo, a sanctuary for the homeless and destitute; Poluo, a lone island said to be the origins of all shifterkind, and Salhae, a floating city governed by no laws beyond magic and their fists.
