A public institution directly under China's State Administration of Radio, Film, and Television. It was established at the end of 1997 and had barely more than a dozen employees. Its administrative rank is exceptionally high, same as the Film Research Center. It provides Beijing household registration and employee housing. Chi Ying was personally selected by Director Han to work in the Script Planning Office.
